Council Composition Review Committee

WITH RESPECT to the September 3, 2024 meeting of the Council Composition Review Committee, we recommend that the agenda as printed, including any additional information and new business, be confirmed.

THAT the Minutes of Meeting 07-2024 Council Composition Review Committee, held on June 4, 2024, be confirmed.

WITH RESPECT to options for the composition of City Council for the City of Thunder Bay, we recommend moving forward with the following two options for Phase 2 public consultation:  Option 1 – City Council composed of eleven members with one Mayor, four wards with two councillors per ward, and two at-large councillors,  Option 2 – City Council composed of eleven members with one Mayor and ten at-large councillors; AND THAT Phase 2 public engagement also seek the public's input on the value of both Ward system and At Large Members of Council; AND THAT Administration report back with a summary and outcome of Phase 2 engagement at the December 2024 committee meeting.

WITH RESPECT to Phase 2 public engagement, we recommend that development of the survey and public consultation plan be referred to Administration; AND THAT Administration report back with the following at the October 1, 2024 committee meeting:  Draft Public Survey on the approved Options  Public Engagement Event Proposals (which includes both targeted events for the Indigenous Community and marginalized individuals, and an open public event)
